There is no exercise that will spot reduce your thighs (or any other part of your body). Losing weight is the only thing that will help.
Running will not bulk up your muscles; only weight training or resistance training will do that. Running will tone your muscles.

Walking at a quick pace may be actually better than jogging, the trick is to keep your heart within aerobic range- between 120 and 140 beats per minute depending on your age. Be careful with what you eat too. Eat healthy, well balanced meals, and as much fresh foods as you can- processed foods are not good for thighs and hips : ) I also follow the Montignac method-As a rule of thumb I try not to eat simple carbohydrates and fatty foods at the same time... If I have meat, i'll have it with broccoli instead of corn or potatoes, for example. If I have cereal for breakfast, I take it with skim milk. I think it helps...

Hitting problem areas hard (as it sounds like u are doing) can make them bigger, so I would try looking at your diet as the No. 1 problem that you prolly have to work on. How old are you? If you are 30-40, then you may have a super-hard time losing the weight, thats jes the way it goes. I agree that a stretching-type (yoga, pilates) work out is better for you and your goals. I would also google "CLA" or "Conjugated Linoleic Acid" as a helpful supplement you might want to consider taking.
