YES YOU SHOULD. no offense, but, SHAME ON YOU! Do not keep it outside. also, cats don't like to eat where they go to the bathroom. so don't put food and water where the litter box is. Also, don't move the litterbox. your cat might go on the floor. plus, if you keep the cat outside, it can get rabies, fleas, ticks and other horrible things. Your taking the chance of it getting into a fight or getting hurt, too. If you have a garage or a basement, put the bird down there so the cat can stay in the house. When your bird isn't being supervised, put him\her in a cage down there with it's food and stuff in there, too. This will teach it to stay in there most of the time.

Rather than put your cat outside, why not put your cat (and its litter box and food/water) in another room ... even the bathroom ... while the budgie is flying around. Another responder also mentioned a cat carrier, which would also work. Keep in mind that your kitty may enjoy watching the budgie fly around! And, of course, your kitty will be safer from cars, predators, disease, insects and chemicals when your kitty is safely indoors.

NO YOU SHOULD NOT AS LONG AS YOU KNOW YOUR CAT IS SAFE FROM PREDATORS AND OTHER DANGERS. IF YOUR CAT IS DE-CLAWED THEN YOU SHOULD KEEP IT INSIDE IN A PET TAXI. YOU REALLY DON'T WANT YOUR BIRD TO GET STRESSED OUT, WHEN THEY GET STRESSED OUT THEY CAN GET SICK MORE EASILY. ALSO, MAKE SURE YOUR CAT HAS SOMETHING TO DRINK SO YOUR CAT WON'T GET DEHYDRATED.
