Pop-ups are caused by two things - sites you go to, and adware on your computer.
Ad-aware and Spybot Search and Destroy are two very good and free spyware / adware / malware blasters.
If you're open to it (and I strongly suggest you do) try Firefox - it has a pop-up blocker built in, it's faster, safer, sleeker, more customizable, and there's hundreds of add-ons...
