Well, lets see. Are both of you single? if one is married, it could mean that he/she doesn't call you back due to a spouse answering phone when you least expect it. If both of you are single, then I would say he doesn't like you as much as you like him. Give it a break, a week or two and see if he would perhaps call you or text message you this time. Just limits yourself, give it space in between.
