Yes....the electrical charge dissipates rapidly and is only harmful for about 10 yards in salt water....30 yards in fresh.

Only if they're very near the surface at the point where the lightning strikes. Since fish tend to make for deeper water when there's a storm on the surface, I don't think it happens that often.
