Yes i actually have. The reason some one wraps gifts in clear plastic is because some think that it is beautiful. I was stationed in Germany and most of the gifts were given in clear plastic..

Why would a gift be wrapped in clear plastic? Why wrap it at all? Is someone actually wanting the guests to do so? Oh wow... that's really different. Personally, I want to open gifts not knowing what I'm opening! Where is the element of surprise, excitement?
