First, you need to tell me what "terrorism" means. To me, the term is employed politically by our own government (U.S.) to strike fear into its people to manipulate them into supporting government policies. The propaganda issue aside, terrorism goes from the very large (flying planes into buildings) to the very minor (one kid threatening another on a play-ground). Terrorism is about changing peoples' behavior by the use or threat of violence. And it will exist in the foreseeable future no matter what "war on terror" or other absurdities a government goes into. Does anyone remember the "shock and awe" of the initial Iraq invasion. By use of overwhelming military violence, our government aimed to terrorize the Iraqi people into submission. Thus was our "war on terror." So what does it "really" mean to PREVENT terrorism? Aside from the political slogans, there are and should be more organizations actually devoted to protection. Government protection is a farce. Most people count on the government for protection, but all we ever get is more war - no matter the government (despotic or democratic alike). Someone earlier hit the nail on the head that much of what we term terrosim comes from economically impoverished people. I agree that bring them prosperity will help -- a person is much more likely to blow himself up when he has nothing to lose. I think that we should stop counting on government foreign "aid." We should view people in other countries as human beings and deal with them. Open up free trade. Stop all sanctions. None of this will stop all violence. I don't have any solutions that will. But my best solution to eliminate violence is to minimize government in the tradition that our Founding Fathers attempted to do in drafting the Constitution.

Seriously, it means supporting secular states; it means carrying out a foreign policy of humanitarian aid, not invasion; it means helping to wipe out poverty, and engaging in dialog. But this current can of worms got worse after Iraq, and prevention is a little late for the current consequences, I fear.

Terrorists use their tactics to cause reform. Through fear, they condition the people into accepting their demands. If their demands are met, they will cease terrorist activity. I'm not advocating we bow to terrorists' wishes, just saying that's how you solve the problem. Or you can wipe them all out, but in doing so you stoop to their level and create even more terrorists.

it really means to keep life moving forward in your country just as it was before the attack and try to bring the perps. to justice before they can strike again. some people well also define it as a preemptive strike against someone who is planning to attack a person or place for political gain of there views or politics.

two things must be done 1) money must be stopped from going to the terrorist groups 2) people must loose the desire to die for an abstract belief. most of the people that actually carry out the terrorist acts are from poor impoverished third world nations. give them mcdonalds, cable tv and flush toilets. then maybe they will think twice before becoming a human bomb.
