This sounds a little like the great great great short story called "The Machine Stops," by E.M. Forster. There is another story by Asimov or Clarke, I think, about someone in a very high tech society who invents mathematics on paper---something that a person could actually do without a machine!

It's possible you're thinking of 1984 by George Orwell, a book in which computers are used by large beuracracies to monitor and enslave the population. Not sure if that helped sorry, dunno any Verne beside 20,000 Leagues Under The Sea and Journey to The Centre Of The Earth. Do a google search for books by Verne and those by Wells and see what it brings up, if it brings up a fan site or an official site go there and see if there's book summaries or do the same at amazon.com.
