ah pokemon pearl thats a fun game
budew evolves into roselia in the day time when its very happy
hoothoot evolves into noctowl at level 20
and abra evolves into kadabra at level 16
there is this really good website that has every pokemon in a list and it has all the info on them they even have a search bar where u can search for the pokemon u are looking for here it

Budew should evolve at level 16 if it is happy enough and friendly with you.
HootHoot evolves at level 20
Abra evolves at level 16
If Abra and HootHoot are both over the level of evolution like for example 21 or 17 just get them up one level and they should evolve.

A Budew will evolve in the daytime when you've become its friend. (There's a guide on that on GameFAQs.com. I linked to it in my sources.)
Hoothoot evolves at level 20.
Abra evolves at level 16.
