if you say neither than the verb agrees with the noun that's closest to it

Both are correct because lettuce is already plural, it doesnt matter in this case. Neither the peas nor the lettuce was fresh, doesnt make any sense because lettuce isn't singular.

A is correct because the verb "were" takes the conjugation for the plural "peas."
Lettuce is singular, you can't say "lettuce were"
When you have a neither/nor, you have to conjugate with the second subject.

I have to go contrarian, here. I think both may be technically incorrect, though they sound better to the ear. The subject of the sentence is 'neither', not the lettuce and the peas. Neither is singular, so it should read "Neither......WAS fresh."
