Well it could be an infection or a cherry eye depending on your definition of inflamed and swollen or something serious like a foreign body in the eye the eyes you just don't want to mess around with the more irritated they are the more the dogs scratch them then the eye can become scratched or ulcerate usually when an eye is infected it will have a green or yellow discharge you need to see a vet so they can take a close look they will want to do an exam and an eye exam they will probably want to stain it to make sure it is not scratched or ulcerated more than likely it is an infection and can be treated with eye ointment from your vet
