if its a 2007 and higher i would get the Kawasaki.. they worked out the engine problems in their 250fs by this time and they don't blow up as much as they used to in previous models.
if money is an issue, get the Kawasaki still...
If for some reason your KTM expires.. its a b*tch to get parts. My friend absolutely loved KTMs but there would be maybe twice a year something would go wrong with it. and it would take maybe 3 weeks to get a kickstarter!
KTMs are the coolest looking bikes, but the suspension is terrible (no linkage). Handling is not the best and the bikes feel really big when you ride them.
Can't go wrong with the Kawi. it wont blow up.. unless you rail the track pinned for a long , long time...

Either one is a fine bike. Last year the KX-F was the 250F to beat. The KTM is a good machine also. Honestly the differences are so small for your application that it's just a matter of taste. As far as the suspension thing, no the KTM doesn't work as good on a track but works very well in the woods which you stated you ride half of the time. My dealer doesn't have an issue getting parts but yours may.

As Jared has stated the KTM has an issue with the suspension and they are not only expensive to buy but expensive for parts. Why not just keep an eye out for a 250f that has had little use and is a good price as Honda and Yamaha both also make good 250f's so I would not disclude them as one may come up very cheap and in good condition. But if it has to be between the two you mention I would go for the kx. Just try to get as new a model as you can.

Kawasaki its the fastest bike around KTM's are allot of money to fix. You may want to look into a honda crf250f
