The mere idea of it is hilarious - especially since cats aren't great on minding. If you have a couple people I would suggest a cat or two per carrier and you walk them there against there will!!
To be serious about it if I haven't already been, I would get a bunch of cat toys the ones were the feather dangles in front and walk behind the cat but the toy in front and entice them the whole way with some treats for the ones with ADD.

Leashes, or cat carriers and a truck.
If you're herding them for some sort of race I would suggest all the people who are helping get large pieces of cardboard and chase the cats, blocking any escape routes. It's probably not the best experience for the cats though.
If this is in an open field, forget it, not gonna happen.

Each of the people should take turns passing the lead. Keep plenty of aluminum cans in your backpacks. Every 20 feet or so, the leader should pop the lid on a can. The cats will assume that there's food involved and will come running every time. The aluminum can is to cats as the Pied Piper's flute was to mice.
That, or I'd put them all in pet crates.

cat harnesses, each helper can hold a half dozen or so leads each and they wont wander off. harnesses are slightly more expensive than leashes but there is less risk of choking or damage to the throat. make sure the harnesses are secure and snug around the cats but not to tight!

I suppose you could always pick up a sheep dog to help. Or a pig. They can talk to other animals and get secret codes.
Failing that . . . lassoes and cattle prods, I guess.
