Photoshop CS3 rotating an image without altering other layers.?

In Photoshop CS3 I’m have having problems rotating images horizontally. When I flip a picture all of the other pics move in the same direction. How do I rotate an image in a one layer WITHOUT rotating all of the other layers? …. I tried locking the other layers, and that doesn’t work.

Ok, ok, ok first click the move tool (it's the top one on your toolbar on the side of your work) then on the top of the screen click the box 'show transform controls' and then rotate your image by clicking near any of the corners of your image. REVISED you could also select your wanted section then right click and click transform selectionand then rotate your image by clicking near any of the corners of your image. I think you are rotating the canvas, not the layer. Select the layer you want in the layer palette, then hit ctrl T (transform). Grab one of the handles, hold down the shift key and rotate the layer. Hit enter or click on the check mark to complete the transform. If that isn't working, then you have something else funky going on and perhaps you should upload a screenshot so we can help you figure it out.
