There is such a thing as nature. Some people take rules too far and make anything good a sin. If you are married you are not to flirt. Your focus is on your spouse. But, that should not prevent you from having healthy and vibrant and fun relationships with others.
If you are single, there is a natural "dance" with getting to know someone. Some would call this flirting or teasing.
What I would be careful of is the extent of the flirt. Is it PG rated bantering or behaviors or is it seductive and R rated actions? As with anything, there is a limit.

Pay no attention to religious fanatics. Flirting is a natural human reaction to interacting with a person that he/she may find attractive. I am almost positive that everyone old enough be attracted to someone has flirted at one point or another. It's actually pretty fun to do, try it sometime.
