How old is she? You can look in your area for classes or spanish tapes, or get a spanish/english dictionary and put labels of spanish words on things in your house (ex. on your window put a little sign that says "ventana"). You could try to find a tutor or instructor for her?

Dora is not really a spanish teaching tool. The video is really only to introduce the children to the fact there is another language/culture. I'm not too fond of it either but that goes for most children's videos and such.
Really, speaking it yourself is your best bet to teach your toddler. They will pick it up a lot quicker. Does that mean you have to be fluent? No, but you can learn and say the numbers, simple commands, simple words, simple songs such as the Spanish version of Twinkle Twinkle, The Days of the Week Song, etc. This allows for the connections in the brain to "connect" (for a lack of a better word)...and it will allow for future learning of the language to be an easier process.

Did you actually expect your daughter to learn fluent spanish bacause of a DVD??
My daughter loves dora, but I certainly don't have many expectations as during the entire show Dora says maybe up to 6 different spanish words. When we moved to Canada my youngest was 2 years old and it took her over a year to speak English the way she spoke German(mothertongue)-and she was exposed to another language 24/7...not just one episode a day.

For the childrens sake.
I never liked Dora, I always thought she was to bossy and I never understood why her parents are never in the picture. Children should never be allowed to wonder by them self and they should learn to do things on their own a little more then Dora does. I like the show on Disney called Handy Manny it teaches Spanish too but he asks not demands.

You can only start talking to her in spanish and then not anwser her if she speaks english but if she doesnt know how to speak spanish teach her yourself

A beginners Spanish or something.
Have them watch it everyday, and ask them questions about it.

when she is in middle school, she gets an option to take spanish or french classes(for my school its both, but for some schools its only spanish)
and in high school, she gets so many more lanuage options
