I am making a fleece blanket, are both pieces material suppose to be the same size?

For twin grandsons, bought one already cut but under piece is bigger all the way around

If the smaller one is still large enough for the blanket size you want to make, trim the larger one down so they are both the same size. If the smaller one is too small, buy another piece the same length and width as the larger one.

Yes they are both to be the same size. Fleece does have a stretch to it. It can easily be pulled out of shape.

If your talking about the ones where you tie the ends, then yes, they are, because you set them right on top of eachother then cut the slits to tie together.
