Drinking age in Canada is only 18 in Alberta, Manitoba and Quebec.
It is 19 in British Columbia, Saskatchewan, Ontario, New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador, Yukon, Northwest Territories, Nunavut.
It is 21 in all of the USA.

There are no good reasons to change the drinking age to 18. Certain exceptions should be made, ie: If your old enough to fight and die for your country, you should be able to go out and have a beer. The overall problem is not the Drinking, its the Driving after or while drinking. The Laws that were created were to prevent unskilled / newer drivers, which have by statistical record have a higher % of fatality rate because of a drunk driver. It's just fact that younger drivers are not responsible enough. Again, it's not everyone but when you look at the overall statistics, it goes against younger drivers. Even after the age limitations for drinking, Young drivers still have a high rate of fatality because of the use of Cel phones and having a bunch of friends in a car. They just don't pay attention. Granted, anyone who drinks shouldnt drive but if Alcohol is going to be legal, you have to make the limits somewhere and 21 seems to be a pretty good place to start. Laws are now being inacted for elderly drivers, saying they cannot drive for many of the same reasons... they cant concentrate and have limited control. Driving is a privilege not a right.

As others have stated earlier, many states were lowering the drinking age to 18 back in the '70s. The federal government used the leverage of withholding highway fund money to get the states to raise their drinking ages back up to 21.
Yes, the drinking laws are determined by each individual state. Oddly enough, the highway money to which each state is fully entitled is equal to about 80% of what they're mandated to contribute, so it's a losing proposition all way 'round for the state.

A federal law withholds highway money for states that have a drinking age lower than 21, so by the early 80's, every state threw in the towel, and 21 became the standard drinking age across the nation.

The United States has the highest legal drinking age in the world, as established by the National Minimum Drinking Age Act of 1984. This act states, among other things, that states are required to enforce and/ or legislate a minimum legal drinking age of 21 years of age. In fact, states that don’t enforce or mandate the 21 year old drinking age law risk losing 10% of their federal funding for highway apportionment, under the Federal Aid Highway Act. Yet, the National Minimum Drinking Age Act of 1984 has been met with much controversy.

EDIT: Sorry forget to include It does not prohibit persons under 21 (also called youth or minors) from drinking. The term "public possession" is strictly defined and does not apply to possession for the following:
•An established religious purpose, when accompanied by a parent, spouse or legal guardian age 21 or older
•Medical purposes when prescribed or administered by a licensed physician, pharmacist, dentist, nurse, hospital or medical institution
•In private clubs or establishments
•In the course of lawful employment by a duly licensed manufacturer, wholesaler or retailer.”

No it's 21 back in the 70's some states were 18 but then the law was changed that all states are 21.

It is not a Federal Law contrary to the 1st posters comments. This is a states rights issue. The Federal government threatened to withhold highway funds to any state that did not have 21 as the age minimum however.
So, No there are no states with under 21 aged drinking.

the drinking age is 21 in all of the US
lousianna's drinking age used to be 18 until about 10 years ago when they wanted federal money, they had to change the drinking age to be the federal age of 21 to be able to get the federal money.
