if your driving a newer vehicle it has a serpentine belt with its own tensioner which adjusts constantly.if your running older style with manual adjust v-belts,the contact area of the belt to pulleys needs to be smooth but not shinny.if they are shinny on the contact area they need to be replaced and new ones installed with the correct tension so they dont slip and do the whole thing again.

Not necessarily. Check for proper tension, alignment, and contamination by oil. They shouldn't squeak if they are properly tensioned. Don't overtighten them. About 3/8" to 1/2" deflection over the longest section between two pulleys is usually adequate. Overtightened belts can cause accessory bearings to fail, and on some engines can even snap the snout off of the crankshaft.

No they dont need to be replaced if you dont mind them squeaking.
