we did the hors douevres for my daughters wedding, this is what we had:
a large fruit & cheese tray - it had 3 different cheeses, cubed with chunks of cantaloupe, honeydew & strawberries, a variety of crackers for the cheeses
hot items were:
stuffed mushrooms
fried mozzarella
buffalo wings
and of course the wedding cake.
Everyone had a great time & the 'snacks' were sufficient and not really that costly.

If you are on a tight budget, stick to displayed stations (instead of passed). This will decrease the required number of wait staff and cut your costs dramatically.
Popular but inexpensive options include fruit, vegetable, and cheese platters, mini egg rolls, mini quiches, swedish meatballs, stuffed mushrooms, and franks in a blanket.
As a general rule, stay away from the seafood because they tend to be more expensive (some caterers do provide some less expensive options like shrimp cocktail or mini crabcakes, so check prices before you completely rule out seafood)
Whatever you choose, try to have a variety of options, including some vegetarian. Your guests will love to eat whatever is offered.

Choose things that are small enough to fit on a cocktail napkin and easy to eat with one hand while holding a drink with the other.
Some suggestions: crab stuffed mushrooms, peeled shrimp w/ cocktail sauce, People usually enjoy themselves no matter what you serve. Congrats on your wedding and remember to stop and enjoy your day - it goes by soooo fast âº

Check out the frozen section of Costco/Sam's Club for ideas. Some popular choices: coconut shrimp, chicken tenders with dipping sauce, mini quiches, taquitos, eggrolls, gyozas, finger sandwiches, meat and cheese platters, fruit and veggie platters.

serve an assortment of both hot and cold. Can you make some of them? i like cucumber and dill cream cheese on mini rye, ham salad, chicken salad, tuna salad, egg salad and shrimp salad. Each on a different kind and shape of bread.
For the hot, I like ramaki, barbeque wings, barbecue ribs, little sausages and meatballs,
