This is an example of very good English. It is precise and concise. Unfortunately, the word is often confused with principles. A Principal is a leading person - whether the head of a school or a leading character in a performance such as a play, opera or ballet. A principle is an ideal of some kind - a thing of the mind only.
The person actually applying for the job is the main character in this performance; thus the use of the word "principal."

In this case, "principals" means the people who are applying for the job. They do not want employment agencies to contact them.
